I think it's great that they get the choice. As for rape and violence, well, thems the risks. The real world outside of jail might not be much kinder to them. If they are in jail, they are likely as tough as nails anyway.
All treatment should be tax funded...of course, this will require a hike in taxes and a socialised health care system, much like in Europe..but that's coming..that's coming anyway.
One has to be tough as nails in this business. The three certainties of transition. Sacrifice, losing it all, and hard times.
