The American Psychiatric Association has responded to David Elkins PhD, the instigator of the petition at http://www.ipetitions.com/petition/dsm5/

In a nutshell the response says "Thank you for the petition. The DSM-5 is not yet finalized. Your suggestion that a conflict between an individual and society is not a mental illness has not been accepted."

I have not been successful in uploading here the 40kb pdf file that shows the full text of the letter but will email it on request.

However, since the letter from the American Psychiatric Association is very obviously backdated and is unsigned then its provenance must be suspect. Perhaps the dsm5.org website was hacked.
